These Terms and Conditions ("Terms") govern your use of parking facilities managed by Legend Parking Ltd ("we", "us", or "our") and your use of our website. By parking on our managed sites, applying for permits, or using our services, you agree to be bound by these Terms.

Please read these Terms carefully before using our services. If you do not agree with any part of these Terms, you must not use our parking facilities or services.

2. Definitions

  • "Parking Site" refers to any car park, parking area, or land managed by Legend Parking Ltd
  • "PCN" means Parking Charge Notice issued for breach of parking terms
  • "Permit" means authorization to park at a specific location for a defined period
  • "User" means any person parking a vehicle or using our services
  • "Vehicle" means any motor vehicle, motorcycle, or bicycle
  • "ANPR" means Automatic Number Plate Recognition technology

3. Parking Rules and Regulations

3.1 General Parking Rules

When parking on our managed sites, you must:

  • Park only in designated parking bays or areas
  • Display valid permits, tickets, or authorization as required
  • Comply with all signage, road markings, and instructions
  • Not obstruct access routes, fire lanes, or emergency exits
  • Not park in disabled bays without a valid Blue Badge
  • Not park in reserved or allocated spaces without authorization
  • Not exceed maximum stay periods where applicable
  • Ensure your vehicle is roadworthy, taxed, and insured

3.2 Prohibited Activities

The following activities are strictly prohibited:

  • Abandoning vehicles or leaving vehicles unattended for extended periods
  • Commercial activities, trading, or vehicle sales
  • Repairs, maintenance, or washing of vehicles (unless specifically permitted)
  • Overnight parking (unless authorized)
  • Parking caravans, trailers, or commercial vehicles (unless permitted)
  • Causing damage to parking facilities, signage, or equipment
  • Antisocial behavior, littering, or nuisance

4. Parking Charge Notices (PCNs)

4.1 Issuance of PCNs

A PCN will be issued if you breach these Terms or parking site rules. PCNs are issued under contract law and are not the same as council-issued penalty charge notices.

4.2 PCN Charges

Standard PCN charges are:

  • Early payment (within 14 days): Reduced charge as stated on the PCN
  • Standard payment (15-28 days): Full charge as stated on the PCN
  • Late payment (after 28 days): Full charge plus additional recovery costs

Specific charges are displayed on signage at each parking site.

4.3 Payment of PCNs

PCNs must be paid within 28 days of issue. Payment can be made online, by phone, or by post. Failure to pay may result in debt recovery action and additional costs.

4.4 Appeals

If you believe a PCN was issued incorrectly, you may appeal within 28 days. Appeals should be submitted through our website or in writing with supporting evidence. We will respond within 28 working days. If your appeal is rejected, you may escalate to an independent appeals service.

5. Permits

5.1 Permit Applications

Permits are available for residents, businesses, and authorized users. Applications must be submitted with proof of eligibility (e.g., proof of address, vehicle registration). We reserve the right to refuse permit applications.

5.2 Permit Validity

Permits are valid only for:

  • The specified vehicle registration number
  • The designated parking area
  • The validity period stated on the permit

Permits are non-transferable and must not be shared, copied, or altered.

5.3 Permit Fees

Permit fees are set by the parking site owner and are non-refundable except in exceptional circumstances. Fees must be paid in full before permits are issued.

5.4 Permit Cancellation

We reserve the right to cancel permits if terms are breached, false information is provided, or fees are not paid. No refund will be given for cancelled permits.

6. ANPR and Surveillance

Our parking sites use ANPR cameras and CCTV for enforcement, security, and management purposes. By parking on our sites, you consent to your vehicle being monitored and recorded.

ANPR data is processed in accordance with UK GDPR and our Privacy Policy. Images are stored securely and retained only as long as necessary for enforcement purposes.

Signage at parking sites clearly indicates the presence of ANPR and CCTV systems.

7. Liability and Disclaimer

7.1 Vehicle Security

Parking is entirely at your own risk. We do not accept liability for theft, damage, or loss to vehicles or contents unless caused by our negligence. You are responsible for securing your vehicle and removing valuables.

7.2 Personal Injury

We are not liable for personal injury, accident, or loss unless caused by our negligence or breach of statutory duty.

7.3 Limitation of Liability

To the fullest extent permitted by law, our liability is limited to the amount of parking charges or permit fees paid by you. We are not liable for indirect, consequential, or special damages.

7.4 Force Majeure

We are not liable for failure to provide services due to circumstances beyond our reasonable control, including weather, natural disasters, strikes, or government restrictions.

8. Website Use

8.1 Acceptable Use

When using our website, you must not:

  • Use the website for unlawful purposes
  • Attempt to gain unauthorized access to our systems
  • Transmit viruses, malware, or harmful code
  • Scrape, copy, or reproduce website content without permission
  • Impersonate others or provide false information

8.2 Intellectual Property

All content on our website, including text, images, logos, and software, is owned by Legend Parking Ltd or our licensors and is protected by copyright and trademark laws. You may not reproduce, distribute, or modify any content without our written permission.

10. Debt Recovery

Unpaid PCNs may be referred to debt collection agencies or solicitors for recovery. You will be liable for all reasonable costs incurred in recovering the debt, including legal fees, court costs, and enforcement charges.

We may also register unpaid debts with credit reference agencies, which may affect your credit rating.

11. Changes to Terms

We reserve the right to update these Terms at any time. Changes will be posted on our website with a revised "Last updated" date. Continued use of our services after changes are posted constitutes acceptance of the updated Terms.

Site-specific parking rules may also change. Always check signage at parking sites for current rules and charges.

12. Severability

If any provision of these Terms is found to be invalid or unenforceable by a court, the remaining provisions will continue in full force and effect.

13. Governing Law

These Terms are governed by the laws of England and Wales. Any disputes arising from these Terms or our services will be subject to the exclusive jurisdiction of the courts of England and Wales.

15. Independent Appeals Service

If you are dissatisfied with the outcome of your PCN appeal, you may escalate your case to an independent appeals service. We are members of the Independent Parking Committee (IPC), which provides a free, impartial appeals process.
