2. 02 — Design

   We build the right parking-management strategy around the property rather than forcing the site into a standard package.

   From the assessment we recommend a combination of controls and rules that fit your property: who is authorised, how visitors are handled, which exemptions apply and how the scheme will be communicated. We also explain which management model suits your site and whether it qualifies for no management fee.

3. 03 — Implement

   Signage, permits, patrols, ANPR and other controls are introduced where appropriate.

   Controls are introduced only where they help. Depending on the site that may include signage, digital permits, visitor management, patrols, ANPR or self-ticketing for approved clients. Users are told clearly what the rules are before they are enforced.

4. 04 — Manage

   Legend manages the ongoing enforcement, administration, queries and operation of the scheme.

   Day to day, Legend handles enforcement, notice administration, driver and resident queries, appeals administration and client support. UK-based people answer genuine queries and review genuine mistakes fairly.

5. 05 — Improve

   We review how the site is performing and adjust the strategy as parking behaviour changes.
